The verbal operants we have examined may be said to be the raw material out of which sustained verbal behavior is manufactured. But who is the manufacturer? We cannot satisfactorily answer this question by pointing to a special subdivision of the speaker as a controlling self or personality, because no ultimate explanation would thus be achieved. We should still have to explain the behavior of such a “speaker,” and our problem would only be made more difficult because that speaker is inaccessible. (p. 312)
